Un grupo de trabajo de la ONU, integrado por expertos de diversos países, que examina medidas para facilitar la gobernabilidad de Internet espera concluir su informe en julio, anunciaron hoy los responsables del organismo.
El presidente de ese grupo, el indio Nitin Desai, señaló que todavía hay "numerosas" divergencias sobre algunos aspectos, entre ellos la protección de los derechos de la propiedad intelectual.

Aludió así a las desavenencias a la hora de establecer los límites entre lo que es el dominio privado y el público cuando se trata de consultar, grabar o transmitir información, música y otros datos a través de la red digital.
"No se puede decir que haya consenso en el seno del grupo", comentó el responsable de ese organismo creado por el secretario general de la ONU, Kofi Annan.

Desai, consejero especial de Annan para la Cumbre Mundial de la Sociedad de la Información, indicó que ese grupo intentará formular propuestas concretas para mejorar la gobernabilidad de Internet, incluyendo aspectos tales como la proliferación de correos electrónicos indeseables o spam, la denominada "cibercriminalidad" o las deficiencias sobre el registro de nombres de dominios.

El objetivo de ese grupo es también formular recomendaciones para promover el desarrollo en Internet, facilitar el acceso y la democratización de la tecnología, y contribuir a la diversidad cultural y al plurilingüismo.

El grupo está formado por 40 personalidades nombradas por Annan entre las que figuran representantes de gobiernos, del sector privado y de la sociedad civil de varias regiones del mundo.

Entre los integrantes hay representantes de la Corporación de Internet para la Asignación de Nombres y Números (en inglés ICANN), un organismo privado sin ánimo de lucro formado en 1988 que gestiona actualmente la Red y que está bajo el control del Departamento de Comercio de Estados Unidos.

La creación del grupo de trabajo atiende precisamente a la preocupación expresada por varios países que reclaman que Internet deje de estar gestionada por ese país y pase a depender de un organismo intergubernamental.
